The Moratorium Bill: An Act establishing a jail and prison construction moratorium

Massachusetts State Senate passes a general government bond bill, S 2926 which includes a moratorium on constructing new or expanding current prisons (Section 3, Line 337).

Following the Senate’s passage Thursday of a $5.07 billion general government bond bill (S 2926), both branches have now approved versions of the legislation that also impose a five-year moratorium on any correctional facility construction or expansion in Massachusetts.”
