This Article will examine a variety of perspectives on the U.S. embargo on
Cuba, or the “blockade” as the Cuban government refers to it. First, this
Article provides historical context to the U.S. laws limiting trade with, and
travel to, the island of Cuba. Describing and explaining the legal implications
of the embargo is inadequate without context. As such, this Article continues
by contrasting the relationship between the United States and Cuba during the
Carter and Reagan administrations. The following section will then examine
the impact that the collapse of the Soviet Union had on Cuba, as well as U.S.-
Cuba relations during the Clinton administration.
